تأثیر توانمندی و کارآمدی دولت‌های محلی بر اجرای سیاست تمرکززدایی

چکیده

امروزه، گرایش فزایندهای به اجرای سیاست تمرکززدایی در سراسر دنیا مشاهده می‌شود. یکی از مهمترین دلایل این امر، آن است که بسیاری از کشورها سیاست تمرکززدایی را به‌عنوان روشی برای بهبود عملکرد بخش عمومی بهکار می‌برند. اینگونه انتظار می‌رود که چنین سیاستی، به اهدافی همچون افزایش رفاه جامعه، افزایش کارایی اقتصادی و در‌نهایت رشد اقتصادی بینجامد. زیرا دولت‌های محلی به‌دلیل نزدیکی بیشتر به افراد ساکن در مناطق تحت پوشش خود، سلیقۀ مردم را بهتر می‌شناسند.
پژوهش حاضر از منظر هدف، یک تحقیق بنیادی و از منظر روش، دارای روش تحلیلی است. این مقاله با به‌کارگیری یک الگوی ریاضی، به تبیین میزان شناخت دولت مرکزی و دولت‌های محلی از ارجحیت‌های جامعه می‌پردازد. از‌این‌رو، با مقایسۀ این دو تابع شناخت، وضعیت‌ واگذاری اختیارات به دولت‌های محلی مورد بررسی قرار می‌گیرد. بدین‌ترتیب، با توجه به دو مفهوم کارآمدی و توانمندی دولت‌های محلی، مناسب‌بودن و یا مناسب‌نبودن واگذاری اختیارات به دولت‌های محلی تجزیه و تحلیل می‌شود.
نتایج حاصل از این مطالعه نشان می‌دهد که عواملی همچون سطح دموکراسی، میزان به‌کارگیری نیروی انسانی متخصص و میزان دستیابی به اطلاعات راجع به نیازهای افراد ساکن در هر بخش، بر شناخت دولت‌ها از ارجحیت‌های جامعه تأثیرگذار است.

Nowadays, there is an increasing tendency towards decentralization around the world. Because, it is supposed that decentralization policy is one of the ways most countries adopt to improve public sector performance. It is expected that, the policy leads to better social welfare, economic efficiency and ultimately economic growth. Because the local governments are closer to people living in the region and better recognize their people's tastes. This paper is a basic research and uses an analytical method. Using a mathematical framework, the paper explains the central and local governments' recognition of people's tastes. So, comparing their recognition function, the paper will consider the devolution of power to local governments. Thus, on the basis of capability and effectiveness of local governments, the paper tries to analyze the suitability of the devolution of power to local governments. The results show that the level of democracy, skilled human resources and information about people's needs, among other factors, play a crucial role in the recognition of priorities.
